Kathleen Noonan, JD

Kathleen Noonan, JD, is founding co-director of PolicyLab, an interdisciplinary Center of Emphasis at the Children's Hospital of Philadelphia. Kathleen has worked extensively at the intersection of health and welfare law, especially as it relates to children. She is a member of the faculty in the University of Pennsylvania Masters of Public Health Program, and is adjunct faculty in the Division of Pediatrics at the School of Medicine. At PolicyLab, Kathleen leads the Center's legal and policy work, and works closely with the Center's strategy team. Her research focuses on policy and system design and how it supports better outcomes for vulnerable children and families. Kathleen also serves as a mediator in class action public-impact cases concerning pediatric health and human services. After launching PolicyLab, Kathleen took a two-year leave to become a clinical associate professor at the University of Wisconsin Law School, where she taught health law, and started and directed both a Government Law Clinic and the University of Wisconsin's JD-MPH program. Prior to founding PolicyLab, Kathleen spent seven years as a senior associate and engagement manager with Casey Strategic Consulting, the consulting arm of the Annie E. Casey Foundation. Earlier in her career, she practiced law at the Boston firm of Hill & Barlow; served as a law clerk to United States District Judge Morris E. Lasker; and worked in public policy positions in New York City with the Citizens' Committee for Children of New York, Inc., and Bank Street College of Education. Kathleen attended Barnard College at Columbia University, and Northeastern University School of Law.
